HBCU Advisory Council


HBCU Advisory Council

In partnership with the Board of Regents, the HBCU Advisory Council will focus on ways to strengthen the capacity of HBCUs to provide the highest quality education, increase opportunities for HBCUs to participate in and benefit from state programs, and ensure that Louisiana has the highest proportion of college graduates from HBCUs in the country.

LASTEM Advisory Council

The Louisiana ScienceTechnologyEngineering, and Mathematics Advisory Council (LASTEM) under the auspices of the Board of Regents is tasked to coordinate and oversee the creation, delivery, and promotion of STEM education programs, to increase student interest and achievement in the fields of STEM, to ensure the alignment of education, economic development, industry, and workforce needs, and to increase the number of women who graduate from a postsecondary institution with a STEM degree or credential.

Louisiana Center Addressing Substance Use in Collegiate Communities (LaCASU)

The Louisiana Center Addressing Substance Use in Collegiate Communities (LaCASU) office provides outreach and support to Louisiana’s institutions of higher education to aid in reducing the negative consequences of substance use. Through the Louisiana Higher Education Coalition (LaHEC), a project funded by the Louisiana Department of Health — Office of Behavioral Health (OBH), we facilitate a statewide coalition of over 35 institutions of higher education across Louisiana, including four-year institutions, two-year institutions, community colleges, and technical community colleges.

EPSCoR

Experimental Program to Stimulate Competitive Research (EPSCoR)

As early as FY 1988-89, the Board was co-sponsoring research projects with the National Science Foundation (NSF) and supporting the development of Louisiana’s scientific research and educational infrastructure under NSF’s Experimental Program to Stimulate Competitive Research (EPSCoR).  The Board’s involvement in EPSCoR has grown over the years to include programs with NASA, the Department of Energy (DOE), the Department of Defense (DoD), the Environmental Protection Agency (EPA), and the National Institutes of Health (NIH).

LOGAN

Louisiana Online Grant Automation Network (LOGAN)

LOGAN, the Louisiana Online Grant Automation Network, is the Board of Regents’ online system for pre- and post-award management of awards made through Sponsored Programs. Functions include:

    • Campus and principal investigator proposal and report preparation and submission
    • Reviewer access to competitive program proposals, supporting materials, and data
    • Retention of current and historical documents for easy retrieval
    • Contract management and data analysis tools for Sponsored Programs staff
    • Quick-response capability to generate information for stakeholder questions and requests
    • Near-paperless platform to facilitate extensive real-time exchanges of documents between faculty, campuses, and Regents staff

LONI

Louisiana Optical Network Infrastructure (LONI)

The Louisiana Optical Network Infrastructure (LONI) is an asset owned by the Louisiana Board of Regents and operated with the assistance of the LONI Management Council and LONI Network Operation Center staff at LSU.  The LONI Management Council, whose members represent state government and higher education, is charged with making recommendations to the Commissioner of Higher Education on the management of operations and associated business activities of LONI. LONI is available for use by academic, government, and industry partners in collaboration with LONI participant institutions.

LOUIS

LOUIS: The Louisiana Library Network

LOUIS: The Louisiana Library Network is a partnership with academic libraries, state and private libraries, and museums and archives. With a centralized support staff, commonly referred to as “LOUIS” located on the LSU campus, LOUIS combines the collective resources of all members to produce a dynamic library consortium. LOUIS provides member-approved initiatives which include information technology solutions such as an integrated library system, a digital library, interlibrary loan, electronic scholarly resources, and a host of other services.

LUMCON

Louisiana Universities Marine Consortium (LUMCON)

LUMCON as a consortium is a statewide academic endeavor to focus on and strengthen the effectiveness of foundational marine science needed to address the environmental and socioeconomic challenges facing Louisiana and the nation. 1979, LUMCON has provided unparalleled opportunities in marine science and education to the research community and the public alike. Anchored by a first-rate marine laboratory, the DeFelice Marine Center, LUMCON is embedded in Louisiana’s dynamic wetland environment and conveniently located on a gateway to the open waters of the Gulf of Mexico.

The Master Plan

To move Louisiana aggressively forward, the Board of Regents has embraced a robust new attainment goal that calls for 60% of all working-age adults (ages 25-64) in Louisiana to hold a degree or high-value credential by 2030. As we stand on the brink of a new decade, this Master Plan, born of the Board of Regents’ unique charge to guide postsecondary education across the state, will set the foundation to increase opportunity.  Our Talent Imperative is to Educate, Innovate, and Collaborate.
