Regional Contract Program (RCP)

AFFORDS LOUISIANA STUDENTS OPPORTUNITIES TO STUDY OSTEOPATHIC MEDICINE, PODIATRY, AND OPTOMETRY AT SELECT OUT-OF-STATE INSTITUTIONS

Given that Louisiana institutions of higher education have no professional health degree programs in the fields of Osteopathic Medicine, Podiatry, or Optometry, the Southern Regional Education Board (SREB) Regional Contract Program (RCP) enables residents of our state to study in these fields at select out-of-state programs at discounted tuition rates.  Participating programs which maintain spots for prospective Louisiana students include:

  • Nova Southeastern College of Osteopathic Medicine (FL)
  • Rosalind Franklin University of Medicine and Science Dr. William M. Scholl College of Podiatric Medicine (IL)
  • Southern College of Optometry (TN)
  • University of Alabama at Birmingham School of Optometry
  • Northeastern State University College of Optometry (OK)
  • University of Houston College of Optometry (TX)

(private institutions are denoted in italics)

Students interested in participation in the RCP should complete the RCP application and promissory note  and return them to our office well in advance of the initial semester of enrollment.  Be advised that completion of the RCP application does not guarantee certification of participation in the RCP.  Those decisions are made by the participating institution.  It is also important to note that this is a loan program for which a recipient must practice in the requisite field in Louisiana and maintain the required enrollment as a Medicaid provider for eighteen months for each year of funding received or repay the loan as specified in the promissory note.  Questions about the RCP can be directed to:

Upon the Student’s selection as an RCP participant, the State of Louisiana will pay a portion of the costs associated with enrollment contingent upon the participating institution.  The commitment to fund the RCP is subject to the appropriations made by the Louisiana Legislature each year.  If monies are appropriated into the Board of Regents’ budget to support the program, we will make every effort to assist you.

NOTE:  The application for admission to the respective institution(s) and program is a separate process.  Students should consult with the institution for further information.
